Summary:

This position reports directly to the Chief Revenue Officer. The Federal Proposal Manager will be a strategic thinker and problem solver with excellent interpersonal skills, providing leadership throughout the proposal development process. They will work closely with the Federal Sales, Capture, and PMO Teams to deliver tailored, high-quality proposals that align with the company’s strategic growth objectives and market sector focus.

The Proposal Manager will support the sales organization by independently managing Request for Proposal (RFP) responses of varying complexity in a fast-paced, high-performance environment. This role requires ownership of the proposal process, ensuring accuracy, compliance, and alignment with client needs. Additionally, the Proposal Manager will contribute to internal improvements, including the creation of new templates and content (text and graphics), while fostering strong internal relationships. The successful candidate will excel in managing multiple proposals concurrently, often under tight deadlines, and will be dedicated to achieving exceptional customer satisfaction.

 

Responsibilities/Duties
Duties will include, but are not limited to:

  •  Lead overall proposal activities and deliverables – end to end management
  • Analyze customer proposal documents and requirements to develop templates, outlines, and timelines/calendars to control proposal development
  • Facilitate proposal strategy sessions with capture and subject matter experts; obtaining hot buttons, win themes, features and benefits
  • Craft Compliance matrixes to ensure that our proposal submissions meet all the requirements specified in the solicitation
  • Lead kick-off, conduct periodic reviews, and debrief meetings
  • Lead color reviews when applicable (Pink, Red, Gold, and White Hat)
  • Coach sales teams in proposal best practices
  • Coordinate and review / edit proposal input from a variety of SMEs and stakeholders for consistency and quality of messaging
  • Ensure compliance with customer’s requirements and deadlines
  • Delivery of compliant, professionally produced proposals within customer defined requirement and timeframes
  • Assist in building and maintaining a robust boilerplate library of reusable content and graphics to improve proposal efficiency, consistency, and branding
  • Participate in Go/No Go bid decisions
  • Help curate our Past Performance database and CPARs

 

Key Candidate Traits:

  • A minimum of 7 years’ experience managing proposal submitted to U.S. Federal agencies
  •  Experienced proposal / project management skills
  •  Understanding of Federal proposal management government proposal process standards  and practices, including review processes
  •  Knowledge of government contract types such as BPAs, GWACs, GSA Schedules, etc., and the governing FARS/DFARS as well as tools such as sam.gov, USAspending.gov, and Deltek GovWin
  •  Familiarity with utilizing bid evaluation criteria to ensure compliance and responsiveness
  •  Leadership and independent problem solving
  •  Strong written, verbal communication and collaboration skills
  •  Proficient in time management / prioritization
  •  Interpersonal skills; able to build relationships at all levels and across organizations
  •  Ability to manage multiple proposals of varying types and size
  •  Mastery in MS Office applications and collaboration tools
  •  Experience applying Shipley and/or APMP proposal development processes
  • Experience working with the FSIs (system integrators) and Small Business Administration (SBA) size standards and set-aside programs
